Town of Carthage Public Notice of Compliance to T.C.A § 6-54-111 The Upper Cumberland Human Resource Agency (Agency) was established in 1973 in accordance with Title 13, Chapter 26, as amended, of Tennessee Code Annotated. This legislation provides a regional system to deliver human resource agency programs in the State’s counties and cities. It is governed by a member governing board and a member policy council. The board consists of fourteen county executives and six mayors within the area served by the Agency, one state senator and one state representative whose districts lie wholly or in part within the area served by the Agency. The policy council has twenty-one council members and consists of a mixture of elected offi cials, consumer, provider and minority representatives from the fourteen counties served by the Agency. The Town of Carthage has appropriated $10,000.00 during Fiscal Year 2024/2025 ending June 30, 2025, to provide water, sewer and sanitation utility bill assistance to eligible Town of Carthage residents.
