Notice of Proposed Communications Tower Construction The Tennessee Department of Safety is planning to construct a communications tower in Smith County, TN. Vertical Structures, Inc. has petitioned the Federal Communications Commission for an Antenna Structure Registration utilizing Form 854 with a filing number of A1395486. The tower will be located on Fire Tower Road, Gordonsville, TN 38563. Coordinates of the location are 36° 9’ 26.47” N, 85° 58’ 4.04” W. The project consists of the construction of a 190’ tall selfsupport lattice tower plus appurtenances that will increase the communications coverage of the Tennessee Advanced Communications Network (TACN). NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS October 1, 2026 Town of Carthage 314 Spring Street Carthage, TN 37030 615-735-1881 Sam Gray, Mayor On or about October 9, 2026, the Town of Carthage will submit a request to the Tennessee Department of Economic and Community Development for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Town of Carthage Water System Improvements for the purpose of replacing aging water lines, installing service lines, and upgrading system components, including meters and valves, along Jefferson Avenue West in Carthage, Smith County, Tennessee. The project includes an estimated $500,000 in CDBG funds and $117,284 in Town of Carthage general funds, for a total estimated project cost of $617,284. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on fi le at Town of Carthage, 314 Spring Street, Carthage, TN 37030 and may be examined or copied weekdays 8:00 A.M. to 4:00 P.M. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. Any individual, group, or agency may submit written comments on the ERR to the Town of Carthage, 314 Spring Street, Carthage, TN 37030.
